Rules of Lincoln’s Inn Bar Representation Committee


1. The functions of the Committee are as follows:

a) To provide Representatives of the Members of Hall of the Inn who shall sit on the Bench Committees of the Inn and assist in the running of the Inn’s affairs.

b) To disseminate information on the running of the Inn to Members of Hall.

c) To bring to the notice of the Committees on which those Representatives sit, any matters of complaint or suggestions from Members of Hall.

d) To recommend to the Treasurer and the Bench suitable members of Hall to take part in COIC and appropriate working parties.

e) Generally to collaborate with the Treasurer and Masters of the Bench in securing a happy and contented atmosphere throughout the Inn.


2. The following shall be members of the Committee:

a) The Chairman, whose term of office shall be for two years, shall be elected by the Members of Hall and shall have been an elected or a co-opted Member of the Committee during the year preceding this election.

b) Thirty members elected by the Members of Hall (herein referred to as “the elected Members”).

c) Such members as shall from time to time be co-opted (herein referred to as “the co-opted Members”).

d) Elected Members and co-opted Members shall retire no later than the 31st December at the end of the fifth calendar year in which their most recent term of membership commenced.

e) Any Committee member who fails to attend three consecutive meetings without reasonable excuse shall be removed from the Committee unless the Chairman directs otherwise.

3.

a) At the Annual General Meeting of the Members of Hall held in each alternate year the Chairman of the committee shall retire and in that year there shall be an election for the purpose of electing a new Chairman.

b) In the Autumn of each year there shall be an election for the purpose of making the number of elected members as from the following February up to thirty.

c) The elections under (a) and (b) above shall be by postal and electronic ballot of the Members of Hall conducted at such time and in such manner as the Committee shall from time to time decide, but so that the results thereof shall be announced by the beginning of February.

d) The Chairman and elected Members may co-opt additional Members to the Committee as they deem necessary up to a limit of ten.

e) In the event of the Chairman resigning during or at the end of the first year of his term of office, the Committee shall appoint a Chairman from their number to serve for the remainder (if any) of that year and an election for the appointment of a new Chairman to serve for two years, shall take place at the end of that year under (a) above.

f) In the event of the Chairman resigning during the second year of his term of office, the Committee shall appoint a Chairman from their number to serve for the remainder of that year.


4. A member retiring pursuant to Rule 2 shall be eligible for election for a further period.


5. Representatives appointed to Bench Committees by the Chairman shall commence such representation at the next meeting following their appointment, unless otherwise instructed by the Chairman.


6. The Committee may act for all purposes so long as their number is not less than two.


7. At each meeting of the Committee, the Chairman of the Bar Representation Committee shall preside (or failing him, such other member of the Committee as the Committee shall nominate for the purpose). The Committee may regulate their meetings, fix a quorum, delegate their duties and meet and adjourn in all respects as they think fit.


8. The Chairman of the Bar Representation Committee (or failing him, such other member of the Committee as the Committee shall nominate for the purpose) shall at each Annual General Meeting report to the Meeting the work of the  Committee during the preceding year and he shall take the Chair.


9. The Committee shall have power to convene a General Meeting and shall do so upon the requisition of at least 50 Members of Hall of Lincoln’s Inn.


10. The Rules may be altered by a 2/3rds majority of Members of Hall of Lincoln’s Inn present at any General Meeting convened by the Committee if reasonable notice specifying the proposed alterations shall have been screened in Hall.
